The Western Climate Initiative includes New Mexico as one of seven western States and three Canadian Provinces. The Initiative proposes to establish a regional greenhouse-gas cap and trade program, aimed at reducing global warming emissions. This "cap and trade" approach has worked very successfully in the Great Lakes region of the U.S. and Canada to rapidly reduce acid rain.
